Flanders Marine Institute (VLIZ) is a scientific institution that strengthens the accumulation of marine knowledge and the excellence of marine research in Flanders. VLIZ is a coordination and information platform, a hub for marine and coastal research, also functioning as international contact point. Important activities are national and international networking, information and data management, science communication for policy, industry, education and the wider public and logistic support of research.

VLIZ was commissioned by the Flemish Government to accommodate and support international organisations such as the UNESCO/IOC Project Office for IODE, the European Marine Board secretariat and the EMODnet secretariat at the InnovOcean site in Ostend and the JPI Oceans secretariat in Brussels.

In 2017, VLIZ signed a new covenant with the Flemish Region for the period 2017‑2021 in which new mandates were assigned to it. Since then, an important additional strategic goal for VLIZ has been the initiation, support, promotion and execution of innovative and multidisciplinary marine research, and this at the service of, in collaboration with or complementary to Flemish and international marine research groups.

Job description

Within the VLIZ Data Centre, innovative data systems, products, technologies and infrastructures are developed to strengthen the excellence of the marine sciences in Flanders. Within international networks, the Data Centre contributes to the development of large data infrastructures to promote the flow of marine data to and from scientists, industry and policy makers.

The current vacancy fits in the current initiatives of the European Commission to initiate, promote and implement Open Science and Open Data, the so-called "European Open Science Cloud" (EOSC). The VLIZ Data Centre is currently looking for a project manager for the coordination of the "Open Science"-team. Within this team, the relationship with other European research infrastructures (ESFRIs) takes a central place.

Main tasks for this position:

  • Coordination of the Open Science Cloud-initiatives to which VLIZ contributes (ao EOSC Life, ENVI FAIR, ESFRI EOSC Research Data Management).
  • Interaction with the VLIZ IT-division regarding deployment and adoption of cloud-related developments.
  • Take responsibility for the technical development of marine databases and metadatabases managed at VLIZ (MDA, IMIS).
  • Coordination of LifeWatch VLIZ (shared responsibilities during the first year; training to become fulltime coordinator).


Main responsibilities

  • Project follow-up
    • Follow-up on timing and budget.
    • Participate in (inter)national project meetings with external partners
    • Manage the project team. Keep the overview, perform interim evaluations, and adjust if necessary.
    • Write external project reports.


  • Project prospection
    • Integration in (international) networks, detection of new project opportunities.
    • Draft project applications, elaborate work plans, both considering the available resources.


  • Management: supervision and responsibility on the well-being of 3-5 employees
    • Internal follow-up and management of employees for specific tasks; adjust and delegate if necessary.
    • Organize planning, performance and evaluation interviews (personal development plans of employees).
    • Give feedback.
    • Approve leaves and absences (including business trips).
  • Study specific subject areas, follow up on trends and use that knowledge to develop new methods/products/projects, to ensure up-to-date information at VLIZ.
    • Apply knowledge for continuous improvement of methods, products and projects.
    • Apply creative and innovative ideas and initiatives.
    • Follow up on and implement new trends regarding open science.


  • Take responsibility for the expansion of data systems and the data centre in general
    • Define methods for solving bottlenecks and gaps; propose new initiatives.
    • Detection of needs: proactively respond to the needs of scientists; translate these needs to the VLIZ operations.
    • Gather and deploy external knowledge.


  • Take on the role of ambassador to the outside world through networking, and promote the reputation of VLIZ as an (inter)national contact point for marine scientific data management
    • External communication: attend (inter)national meetings, report to the Scientific Committee.
    • Attend and represent VLIZ at network events.
    • Detect needs, monitor actively the scientific landscape, respond actively to needs of scientists, translate this to VLIZ operations.
    • Communicate on and promote the use of VLIZ services and infrastructure.



  • Master or PhD with a scientific background (marine science, engineering, informatics).
  • At least 5 years of relevant experience.
  • Experience with international project management.
  • Knowledge of the marine research landscape in Flemish, Belgian and European context.
  • Knowledge of and experience with technical development of data systems.
  • Knowledge of and experience with cloud technology, e-infrastructure and data science.
  • A good understanding of (marine) biological or life science data management is a plus.
  • Knowledge of the EU Open Science Cloud an FAIR Data policies.
  • Willingness to work in an international context.
  • Effective oral and written communication skills in English. 
  • Curious and eager to learn.
  • Good organizational skills.
  • Strong leadership, management and interpersonal skills.
  • Strategic insight and vision, strategic actions.
